Stop-work order issued after structure found over pipeline; applicants withdraw request

Staff told the hearing that a building permit had been issued for a structure the applicants intended to place on a lot, but an inspector found the posts and walls already in place and determined the structure did not meet required setbacks. Staff said the discovery also revealed a pipeline running through the placement and that "nobody called 811" before construction, leading to a stop-work order.
