Willard planning staff briefed commissioners on Granite Ridge phase 5 on Feb. 20, focusing on a development‑agreement requirement for a second (through) access or an emergency access conversion. The development agreement and referenced site plan (2015) included a secondary access requirement that staff says was not satisfied; phases 4 and 5 were recorded with city‑signed mylars but the secondary through access was not completed.
Staff and the city engineer reviewed approvals and found the subdivision does not appear to have more lots than approved, but they identified the outstanding access requirement and discussed whether the city effectively waived the requirement when approving site plans without through‑street connections. Commissioners said this oversight highlights tracking challenges for deferral agreements and urged stricter upfront compliance for future approvals. The planning commission may recommend that City Council review whether the development agreement terms were met or waived and whether corrective steps are warranted.
