Willard commission reviews sewer-capacity concerns, corridor-preservation steps and code changes on bonds

During the Jan. 15 planning commission meeting, the mayor reported that an exchange with sewer-plant staff (Rueben) raised capacity questions focused on monitoring total suspended solids and biochemical oxygen demand (BOD) as limits that could affect Willard’s growth projections and allocation of treatment volume between cities.
The commission also heard that a public hearing on a proposed boundary change with Perry was tabled after recognizing mapping errors and a landowner who did not want inclusion. The mayor said staff will continue outreach to affected property owners.
Commissioners discussed a corridor-preservation funding opportunity (third east near Alex’s residence) and directed staff to begin appraisals and outreach if landowners are willing to sell an easement; county approval is required for final funding, and the process includes an initial review by the mayor’s association.
Separately, staff said they are drafting code amendments to remove bonds as an option for security of subdivision improvements because bonds can be difficult to draw if a developer disappears. Proposed alternatives include escrow accounts or development-specific lines of credit.
Amy (staff) delivered mandatory Open and Public Meetings Act training covering notice, recording, closed-meeting rules and penalties; commissioners asked procedural questions about email and GRAMA.
