Commission approves Silver Ranch PUD revisions and third-edition replat for row-home development

City Planning staff and the developer won approval from the Bismarck City Commission for a set of Silver Ranch zoning and plat changes intended to advance multi-lot residential development.

Planning staff member Daniel told the commission the Silver Ranch Fifth Edition applicant (LL 18 L L P and Investcorp Inc.) sought minor PUD adjustments — reducing front-yard setbacks from 25 feet to 20 (and 15 on corner lots) and adjusting lot widths (from about 55 feet to 50 feet). He said the planning commission held a public hearing on Sept. 24, 2025, recommended approval, and staff concurred.

Applicant representative Landon Naimler of Swinsonhagen Engineering described the clarifications as minor and said they were requested before recording the plat. For a separate item, Stoneshire Builders LLC requested a zoning map amendment, minor subdivision final plat and private-drive and utility agreement to divide an existing multi-family lot into 13 lots for row-home-style construction, with two to three units per building.

Commissioners asked no substantive questions and approved the PUD revisions and the replat and associated private-drive/utility agreement in single motions; both motions passed on unanimous roll-call votes. Staff noted the actions can be taken together to facilitate recording and construction.

The approvals allow the developer to proceed with final platting and, subject to building permits and other approvals, to move toward the proposed row-home construction.
