During public comment Ben Hobert urged the board to refine the framework, to review a KU needs assessment released Aug. 12 and to avoid making a coalition the controlling body without clear membership. Commissioners discussed the county's share of settlement proceeds, the pooled community approach, and administrative overhead. Commissioner Ashcraft and others pressed for a focused, "surgical" use of funds rather than a broadly distributed "peanut butter" approach; members emphasized coordination with existing state and local grant streams.
Commissioner Brewer moved and Commissioner Allen Brand seconded adoption of the work‑group recommendations. The clerk recorded a roll‑call vote of 7‑0 in favor. Staff and the Prevention & Recovery Coalition were asked to return to the board with specific program proposals, reporting intervals and measurable outcomes prior to disbursing the majority of funds.
