Senate Bill 2 24 was introduced in the Senate Executive Committee as a narrowly focused, technical amendment to the state's compassionate-release implementation. Senator Bridal Townsend said the bill changes one word — from "shall" to "may" — so that a previously enacted framework can become effective if the responsible department determines no new regulations are required. Townsend described the change as technical and nonpolicy in nature and said the amendment removes an unintended blockage to implementation.
