Parents urge LISD to keep standalone disciplinary program, warn of reputational risks

During public comment, Jason Martin and Keith Digen urged Flower Mound elected officials to raise concerns with Lewisville ISD about a proposed change to the district’s disciplinary alternative education program (referred to in the transcript as DAP or DAEP). Martin said the proposal discussed at an LISD board work session could relocate the elementary DAP from the Student Success Center to regular elementary campuses — including Old Settlers Elementary — and that, even with separate entrances, co-location with regular campuses could alter perceptions of school safety and academic standing and possibly affect property values.

Martin told the council the change was presented at an LISD work session (cited in his remarks as occurring on 12/01/2025) and could be implemented as early as the 2026–27 school year. He recommended the council voice community concerns to LISD leadership and support public input.

Keith Digen echoed those worries and said the district’s communications lacked substantive detail (cost‑benefit, operational specifics and what the acronym 'DAP' entails for parents). He said the proposal felt like it had been "slid under the surface" and urged transparency so parents and taxpayers understand implications.

Council did not take action during the meeting; the mayor said public comments would be taken into consideration. The proposed change is under consideration by LISD and would require district decisions and implementation steps outside the town council’s purview.
