Delegate Scott said HB 12‑03 would empower DMV to require proof of residence, create a fraud code or placeholder to remove invalid addresses, and give property owners a formal process to notify DMV of address misuse for driver licenses, IDs, vehicle registrations and titles. He described constituent cases where out‑of‑state individuals used a local address to register vehicles and receive DMV or county mail.
Fauquier County Treasurer Tanya Wilcox said her office had identified roughly 100 properties with more than 30 fraudulent uses of local addresses and described ongoing difficulty removing such records. DMV counsel (Carla Jackson) told the committee the department sympathized but had concerns that disassociating an address from a record could prevent DMV from providing statutorily‑deemed notice to customers and could hamper suspensions or revocations that rely on mailed notice. The patron asked to go by for the day in order to consult with DMV; the subcommittee tabled HB 12‑03.
