Conferees considered Senate Bill 176 in a joint conference committee meeting on April 21 and agreed to a conference draft that alters recount rules. The CD1 directs that ballots designated by county clerks be included in the initial tabulation for initial recount purposes and raises the automatic recount trigger to the smaller of 100 votes or 0.5% of ballots cast, up from the prior 0.25% threshold.
