Staff: ADU code changes headed to public hearing; study session set on code-enforcement reorg

Staff told the Planning & Zoning Commission the Title 16 ADU, landscaping and occupancy amendments will go to public hearing in late March, and the City will hold a Feb. 9 study session on a recent reorganization that moved code enforcement from the police department to community development.
At the close of study-session discussion on conservation overlays, staff provided two operational updates.
First, staff said draft changes to accessory dwelling unit (ADU) rules, landscape provisions and the definition of occupancy have been approved to proceed and are expected to come to Planning & Zoning for public hearing in late March after the municipal election so a fully seated council can decide. "We've given us the go ahead to move forward, so that should be coming to you all for public hearing, I think, in late March," staff said.
Second, commissioners asked about a recent organizational change that moved code enforcement responsibilities out of the police department and into community development. The city attorney's office confirmed a council study session is scheduled Feb. 9, at the request of Council Member Russell, to explain the reorganization and its impacts on code compliance; commissioners requested staff provide documentation clarifying the rationale and operational impact.
No formal actions were taken on either administrative item during the meeting.
