Many substitutes and amendments were adopted; votes were voice votes and outcomes were recorded as due‑pass recommendations subject to signatures.

After concluding the public testimony segment, the committee moved into executive session for staff briefings on numerous bills and then returned to record motions and voice votes recommending that several bills receive due‑pass recommendations to the Rules Committee.
