Planning staff presented proposed amendments to Chapter 44 (Ordinance No. 774) that would add four new zoning districts — Neighborhood Commercial, Mixed Use, Rural Residential and Commercial Flex — and update landscaping and buffer requirements between commercial and residential uses. The planning director told the council the land‑use table would be updated to include the new zones and that specific uses such as casinos, liquor establishments and data centers would be moved to conditional use status.
The proposed change aims to give staff and the council additional discretion to evaluate potentially higher‑impact uses through the conditional‑use review process and to ensure development standards, including buffers and landscaping, reflect those new districts. No members of the public testified during the hearing and the council closed the public hearing the same evening.
The ordinance remains subject to subsequent council consideration and any formal adoption process required by code.
