Staff presents draft installment payment policy for penalties to Building and Standards Commission

Austin Development Services staff introduced a draft installment payment plan and draft agreement to allow property owners to pay accrued penalties in installments for Building and Standards Commission cases.

Code review analyst James Gondellas told commissioners the policy is based on an existing Administrative Hearing repayment program and hotel tax settlement tools and would typically offer a six‑month payment schedule with a temporary pause on interest while the agreement is in effect. Staff said a default would reinstate accrued interest and that the policy is intended for cases where no penalty reduction is granted.

Commissioners asked about the ability to extend terms beyond six months, what constitutes a timely payment and late fees, and whether repeat‑offender properties would be eligible; staff and a finance representative said they would revise the draft to clarify late‑payment windows and other administrative details before formal adoption.
