Council approves Riverside Park Phase 1 and several second-reading ordinances; selects vice mayor

The City of Temple Terrace City Council cleared several routine and project items on Feb. 3, approving park funding and multiple land-use and administrative matters.

Riverside Park: Leisure Services Director Carl Langfeld asked the council to adopt a resolution approving Phase 1 of Riverside Park and to direct Halff & Associates to proceed with permitting and contract bidding. Staff included an opinion of probable cost that placed Phase 1 at about $3.4 million; Langfeld noted that estimate includes roughly $950,000 in contingencies. Council moved and adopted the Phase 1 resolution by voice vote.

Comprehensive-plan amendment (Ordinance 1589 / CPA-2501): Marissa Robinson (Community Development) presented the second reading of CPA-2501, a Planning Commission-initiated amendment to the capital improvements section to comply with state statute. The change removes language requiring the 15-year multimodal transportation program while keeping an optional policy allowing the program if the city chooses to continue it. Council adopted Ordinance 1589 on second reading by voice vote.

Rezoning (Ordinance 1590 / RZP-25-02): City Planner Joe Moretta presented a substitute ordinance to correct clerical references and described a planned-development modification for Woodstork Plaza (a 2.31-acre parcel near Telecom Drive and Fletcher Avenue) that would add 5,722 square feet to the PD for retail, medical office and restaurant uses (raising the PD total to 34,722 sq ft). The Planning Commission found the change consistent with the comprehensive plan; council approved Ordinance 1590 on second reading by voice vote.

Other actions: Council approved the consent agenda and adopted the January 20 minutes. Council also followed procedures to appoint Councilmember Chambers as vice mayor for a one-year term. Council directed staff to revisit the sign ordinance specifically for yard and snipe signs and to return with recommendations.
