Custer County Planning Commission elects officers, sets April workshop to update master plan

The Custer County Planning Commission voted to approve a slate of officers and scheduled a public workshop in April to begin updating the county master plan.

At the meeting Speaker 5 moved to elect Keith as chair and Unidentified Speaker 4 proposed Skip as vice chair. Speaker 1 then called for the vote; the motion passed with multiple ayes and one abstention, and Speaker 1 declared, “Motion carries” (SEG 044, SEG 111). The minutes from the previous meeting were discussed and seconded for approval during the same procedural session (SEG 063-074).

Commissioners and participants then turned to the county master plan, debating its purpose and review interval. Unidentified Speaker 3 argued the master plan should be a forward-looking document updated periodically; Speaker 1 and other members noted past workshops and earlier update cycles dating to 2010 and 2016 (SEG 263, SEG 384-396). The commission agreed to set a workshop to gather statistics and public comment, and members proposed April 8 as a tentative workshop date, with the commission’s regular meeting on April 1 and the workshop the following week (SEG 589-611). Speakers discussed public notice timing and inviting members of the public to participate.

Members emphasized that the master plan functions primarily as guidance for land-use decisions rather than a binding regulation, but agreed the document guides grant applications and long-term planning. The workshop will allow staff and commissioners to identify necessary updates and prepare outreach materials ahead of the meeting.

The commission adjourned after routine business.

The commission’s next procedural steps are the April meeting on April 1 and the workshop tentatively set for April 8 to begin the master plan update process.
