Construction update: Jackson County Schools awaiting final punch work, HVAC fixes and insurance payouts

Steven Osborne, introduced at the start of the construction update, told the Jackson County Schools board that most interior punch‑list items have been addressed but several items remain and an insurance claim is active.
"The ceiling tile got done," Osborne said, noting that crews had delayed some remediation until above‑ceiling work was finished. He identified a remaining exterior punch item — a strip of rubber base installed in front of storefront glass that was not shown on the drawings — and said flooring crews will return to finish hallway and common‑area work that was installed over the Christmas break.
Osborne described recent HVAC testing and balancing as largely complete but said one unit still required attention and that the pumps are not running in the intended lead‑lag configuration. "They thought they had it set and run up to the lead lag system ... I verified today ... it is not running in the lead lag cycle right now," he said.
He also reported an ongoing payment dispute tied to repairs. "Currently, Green Mechanical has basically fronted Etech Consultants ... in the neighborhood of about $250,000 in repairs," Osborne said. He said he sent a letter to the engineer of record and to the engineer's insurance counsel recapping known costs and that the insurer has so far refused to release funds until the full scope of the claim is determined.
Osborne said the district has obtained a third‑party engineer's report (Markham Engineering) and has sent that report to Etech Consultants for response. "As soon as I get the final report from Etech Consultants, I will be scheduling a call with the school and Markham Engineering ... to review the Etech consultant's response to that," he said.
Next steps listed by Osborne included continuing to press the engineer of record for a final response, scheduling a joint call with Markham Engineering and the engineer of record to resolve remaining items, and pursuing communications with the contractor and its insurer to secure payment for identified repairs.
Board members asked no substantive follow‑up questions during the update and asked staff to keep the board informed as the insurer and engineers continue their exchanges. The district did not provide a timeline for insurance resolution; Osborne said additional issues may surface when equipment is tested under summer conditions.
