State proposes resurfacing projects for Franklin County roads; court approves program

Tom Holland of KYTC said the county's estimated available rural-secondary funds are $1,052,833 after carryover, with $426,700 carved out for state services and a resulting $531,304 for resurfacing work after a county flex allocation. KYTC proposed completing 6.9 miles on Drive Ridge Road (estimated $468,958) and a short 0.5-mile resurfacing of KY-561 from US-421 to the Henry County line (estimated $46,957); projected carryover was about $15,389.
County members praised recent completed projects such as the Dry Ridge/Flat Creek resurfacing and thanked crews for work on shoulder repairs and bridge projects. One member corrected a road-name reference in the packet (Flat Creek vs. Dry Ridge) during discussion.
Why it matters: The plan directs state-managed rural-secondary funds to prioritized resurfacing in areas with longstanding maintenance needs. Court members discussed the county-level flexibility ("flex funds") and confirmed that the fiscal court decides how county flex funds are used.
