Mayor Pro Tem Davis moved to approve the amendment with the contingency that Coahuila sign an agreement to pay its part; the motion was seconded and passed unanimously. Staff said approval would allow consultants to begin federal coordination and procurement of preliminary environmental and survey work needed to advance design.
