Commission delegates final approval for two elementary Pre‑K additions in Carroll County

The Carroll County Planning and Zoning Commission on Nov. 18 reviewed two concept site plans for Pre‑K classroom additions at Runnymede Elementary (S240028) and Robert Moton Elementary (S240030) and delegated final approval of both plans to the commission chair.
Amy Barcroft of the county’s Development Review Division presented both concept plans. Runnymede’s proposal at 3000 Langdon Drive calls for two 1‑story additions totaling 2,233 square feet to add two classrooms (capacity: about 20 students each) and two staff positions; staff noted concept stormwater approval and no planned new bus trips, lighting or signage. Barcroft told the commission the additions would be outside the county Bureau of Utilities jurisdiction and would be served by private well and septic.
For Robert Moton Elementary (1413 Washington Road, District 3), the plan proposes a 2,388‑square‑foot single‑story addition also intended to house two staff and 20 students; concept stormwater approval was granted and the site will use micro‑bioretention for stormwater. Barcroft said she had not received any public comments for either plan.
Commissioners asked budget and enrollment questions. One commissioner reported a Runnymede budget estimate "around the $2,000,000 range" and Moton’s construction cost as "just over $1,000,000." Staff gave a Moton enrollment estimate of roughly 480 students against a capacity of about 530.
With no public speakers for either item, Commissioner 3 moved to delegate final approval of each concept plan to the chair; both motions were seconded and approved by roll call. The record shows five ayes and one abstention (Commissioner Gordon) for each delegation.
What’s next: Delegation to the chair allows staff to finalize technical compliance and return final approvals administratively; formal construction permits and any required utility approvals will follow prior to building.
