Council authorizes Phase 2 design work for downtown Williamsburg library; $1M design step does not commit to construction

Williamsburg City Council voted to authorize Phase 2 of an interim agreement for design of a new downtown library, clearing the way for the city's architect to develop design documents and produce a guaranteed maximum price (GMP) for future council consideration.

City staff said Phase 2 work — described in the meeting as a roughly $1,000,000 design step — will allow Horrigan (the selected architect) to complete the design to 35% and deliver the pricing information needed for council to decide whether to authorize construction. Staff and council repeatedly emphasized that authorizing Phase 2 does not commit the city to build: any construction decision would come only after the design firm returns a GMP.

Public commenters and councilmembers framed the library as a long-term investment and a community "anchor" that serves a wide range of users from young children to seniors and regional visitors. Vice Mayor Dent and other councilmembers said delaying design work risks higher construction costs over time and urged proceeding to obtain a firm price. Councilmember(s) also emphasized the need to preserve certain features, such as the theater, which respondents said is integral to the project's community value.

Council moved and passed the authorization to begin Phase 2. Next steps: Horrigan will proceed with the 35% design and return with pricing; council will then consider whether to proceed to construction based on the GMP and any regional partnership agreements that affect cost-sharing.
