Engineering presents updated timeline for Pearland five-year CIP

City engineering staff presented an updated development timeline for the FY27–FY31 five-year Capital Improvement Plan, outlining stakeholder review steps, a May PNZ review and a June City Council presentation ahead of a September budget adoption.
Fabiola de Carvallo, assistant director of capital projects in Pearland's Engineering and Public Works Department, presented an updated timeline and process for the five-year Capital Improvement Plan covering fiscal years 2027–2031.
De Carvallo reviewed steps already taken — stakeholder submissions in October, category meetings in November, and cost updates — and outlined remaining steps including two more Planning & Zoning review meetings, department prioritization, a final draft review in April, a PNZ recommendation in May and a City Council presentation scheduled for June 22. "We intend to have a review of the final draft, sometime in March and finalize the package in April," she said, and noted council adoption of the budget is expected in September.
Commissioners were invited to submit questions as staff continues prioritization and coordination with department heads and the office of management and budget. Staff said the schedule is intended to be transparent and to incorporate commissioner input before finalization.
