Oklahoma County panel asks Free Fair Association to draft "playbook" and defers formal changes

The Policy & Governance Committee asked the Oklahoma County Free Fair Association to produce a written “playbook” describing how it would assume purchasing, requisition and receiving duties now handled in county systems, then deferred further action to a later meeting.
Members opened the discussion noting the Fair Association is an independent organization but works closely with county processes. Speaker 1 explained that Munis purchases currently require a county sign-off and asked whether the association could take on roles such as requisitioning and check processing. Jeff, a Fair Board representative, said the group "is ready to take the whole thing," noting the board has handled check-printing, mailing and contemplated hiring a part‑time secretary to handle purchase orders.
Several committee members said county policies and Munis procedures may still apply even if the association manages internal bookkeeping. Speaker 2 recommended getting legal counsel to clarify statutory requirements and suggested the Free Fair draft its preferred operational structure so county staff could review whether it is workable within county systems.
The committee agreed to ask the association to prepare a white paper or playbook and to circulate that document to relevant offices in advance (not via a group email) to avoid potential open‑meeting pitfalls. By consensus the committee voted to defer final action to the next Policy & Governance meeting, giving legal and operational staff time to review the playbook and recommend any necessary changes.
