Staff reports: Chevron traffic review, used-car permit forthcoming and abandoned-vehicle fund participation

At the Jan. 21 special meeting, Willows City staff briefed the Planning Commission on development updates and a regional abandoned-vehicle reimbursement program.
Community Development Services Director Joe Betancourt said Harrison Associates will draft municipal code updates following public input received at a Dec. 4 meeting. He updated commissioners that the Chevron lot merger is progressing; a revised traffic study has been submitted to Caltrans to verify commercial-truck maneuverability and Caltrans will determine whether road widening, street lights or no improvements are required.
Staff also said a conditional-use permit application for an indoor used-car dealership at 201 South Tehama is nearing final draft and will be scheduled for a future meeting.
On abandoned vehicles, staff described a vehicle abatement reimbursement fund that helps jurisdictions cover towing costs for abandoned or illegally dumped vehicles and recreational vehicles. A commissioner said the fund currently holds about $300,000 and that state disbursements pause until those funds are spent. Staff said Orland and Lehi County had approved participation and Willows City Council will consider joining so the city can seek state/CHP reimbursement for expensive tows (staff cited recent large tows of a dumped pink trailer as an example).
Staff reiterated there is an open vacancy on the planning commission and said applications will be reposted.
