Star council tables capital improvement plan and related ordinances to Dec. 16

The Star City Council on Dec. 2 agreed to table the public hearing on the capital improvement plan (CIP) and proposed impact fees for parks, pathways and police until its Dec. 16 meeting to allow further follow-up with the impact-fee committee.
Councilman Hershey moved to table the hearing to Dec. 16; the motion was seconded and approved by unanimous roll-call vote. Staff advised the council that the impact-fee statute allows reading ordinances by title and scheduling hearings without republishing notice, and recommended scheduling a date certain (Dec. 16) to avoid needing additional notices.
The council also moved to table three ordinances tied to the impact-fee work — ordinance 431-2025, ordinance 432-2025 and ordinance 433-2025 — to Dec. 16. Chris, a staff advisor, explained that the city can read ordinances by title and hold the first and second reading prior to the public hearing under the statute.
Council members said they needed follow-up information from the impact-fee committee before final action. The tabling motions carried on unanimous roll-call votes.
