The City Council unanimously approved Ordinance 2026-3 on Feb. 3 to amend the Plan Development (PD-2) for Anderson Crossing to expand the commercial area and provide flexibility for a large retail anchor.
Planning staff described the change as a housekeeping amendment tied to a specific development proposal. The amendment enlarges the commercial acreage on the east portion of PD-2 (about 53.84 acres described in the ordinance) and adjusts architectural and signage standards to allow longer façades (up to 600 feet) and larger multi-tenant signage; the applicant has requested allowances to accommodate a national retailer identified in discussion as Academy, including up to 100-foot sign heights and up to 1,000 square feet of sign area for the development's gateway signage.
Staff said the proposed adjustments are consistent with the original intent of the PD and the city's comprehensive plan (the area was designated a mixed-use center) and that utilities are available. Planning & Zoning recommended approval after a 3–0 vote, with one abstention and one absence on the commission. Staff reported notice to nearby property owners and one negative response from a property owner whose concerns related to a different portion of the overall development.
Council members asked about sign height and visual impact; staff reviewed comparable regional developments and said the proposed sign heights and sizes are consistent with developments near interstate interchanges and would not be out of character for a development anchored by major retailers. The council voted to approve the PD amendment unanimously.
The change does not itself authorize building permits; it adjusts the PD map and standards to allow the prospective tenants to site their buildings and signage consistent with their leasing needs.
