Torrington council reauthorizes Chapter 114 powers for five years after public hearing with no speakers

The Torrington City Council voted Feb. 2 to reauthorize the city to exercise powers under Connecticut General Statutes Chapter 114, the City and Town Development Act, for a five-year period after a public hearing at which no residents spoke.

The mayor opened the public hearing, and City Clerk Carol Anderson read the legal notice describing the proposed resolution and where the full text could be reviewed. Anderson told the council she had received no written comments in advance. The mayor called for public comment three times; no one came forward, and the hearing was closed.

The mayor introduced a roll-call vote on the proposed resolution (identified in the transcript as “resolution number 140 three-two 83”). A motion to approve was made and seconded. During the roll call the council recorded affirmative votes from Councilman Baez, Councilman Manichia, Councilwoman Rouette, Councilman Kevin Arrow and Councilman Oliver; the mayor declared the motion passed.

The reauthorization preserves the city’s ability to use powers granted under Conn. Gen. Stat. Chapter 114 for the stated five-year term. The council did not receive substantive public comment on the measure at the hearing, and the clerk said the full text of the proposed resolution is available online or at the city clerk’s office.
