Villa Park council adopts 2025 building standards, accepts clean audit and awards pavement‑management contract; safety updates given

At its Jan. 27 meeting the Villa Park City Council adopted the updated 2025 California Building Standards Code on second reading and accepted the city's independent audit for the year ended June 30, 2025.

Staff told the council the building standards adoption aligns Villa Park with state code updates and Orange County Fire Authority recommendations; the ordinance becomes effective 30 days after adoption. The city also received a clean audit report with no exceptions, and staff said the documents will be posted online after council approval.

Council awarded the pavement management plan contract after bids from two vendors. Staff explained the Measure M requirement to maintain an annual pavement condition index (PCI) on a 1–100 scale and recommended Marker Geospatial as the low bidder; council discussed references and lidar methodology before approving the contract.

Public‑safety updates included a sheriff department report summarizing 226 calls for service from Dec.10–Jan.25 (down roughly 20 from the prior period), arrests tied to a multi‑county ATM distraction theft investigation and recovered stolen e‑bikes. Orange County Fire Authority Division Chief Mike Morgenstern briefed the council on six incidents inside the city during the Dec.16–Jan.26 interval and emphasized smoke‑alarm and carbon monoxide detector checks for winter safety.

The council also heard a presentation from the Villa Park Community Services Foundation, which said it raised more than $50,000 in 2025 and plans expanded events in 2026.

Next steps: staff will post the audit and code materials online and return with the pavement‑condition report when complete.
