Philomath City Council on Nov. 25 adopted text and map amendments to the city’s development code to implement a Climate‑Friendly and Equitable Area (CFA) overlay.
Staff said the CFA overlay was developed with Cascades West Council of Governments and the state Department of Land Conservation and Development to provide opportunities for higher‑density mixed use development in designated corridors. The planning commission recommended approval, and staff reported that required notice was provided and a multifamily gap analysis was added to the updated staff report after DLCD input.
The amendments modify height, use and review standards in targeted areas (staff described a roughly 12th–15th Street corridor as illustrative) to encourage multiunit housing and reduce barriers to infill. Councilors asked technical questions about boundaries and building height; staff explained differences among zones and noted the overlay’s role in allowing residential uses on lower floors in some mixed‑use districts. Councilor Kazi moved to adopt the findings and the amendments; the motion carried unanimously.
Council and staff noted the amendments are legislative and intended to align local code with new state rules encouraging middle‑housing and climate‑resilient development; additional site‑level reviews will still be required for specific projects.
