Wright Lewiston said she has seen "some uncertainty about staff's processing of applications for these permits" and described mixed communications from staff that suggest applications might not be processed while proposed changes are under consideration. She also raised questions about a temporary building division director and whether the temporary appointment was accompanied by an advertised job posting. "So we're kind of getting into an area where staff may be trying to determine policy again without coming forward for public input and proper authorization," she said.
Wright Lewiston asked commissioners to permit more discourse during the study session so the public could participate in clarification and asked staff to provide clearer documentation. She also flagged accessibility issues with the meeting packet, saying the yellow text in the downloadable PDF was difficult to read.
The concerns were raised as part of a broader public comment period; staff did not announce any immediate changes to permit processing during the session. The commission recessed the meeting for technical reasons before further discussion could occur.
