CareerTech board adopts permanent rule changes published in Oklahoma Register

The Oklahoma CareerTech State Board voted to adopt permanent rule changes set forth in the notice of rulemaking intent published in the Oklahoma Register, volume 43 number 6 on Dec. 1, 2025, with no changes to the published language.

The move came after Gina Hubbard, director of statewide outreach, told the board the proposed rules had already gone through public comment and a public hearing and that there had been no substantive changes since members first reviewed them in the fall. Hubbard recommended approval so the rules could be finalized for the upcoming season.

Superintendent moved for final adoption of the permanent rule changes and the board approved the motion on roll call. Ashley called the roll; recorded yes votes included Brian Bobek, Michael Brown, Leonard McCullough, Rob Seaman and Superintendent Fields. The board announced the motion carried.

Board materials note the rules were published in the Oklahoma Register (Vol. 43, No. 6; 12/01/2025). The director said the agency will publish the finalized text and that no further substantive edits were made since the public hearing.

The board did not take further action on scope or implementation during the meeting and did not identify any follow-up tasks beyond publication of the adopted rules.
