Westmont commission approves maintenance edits to zoning code, flags future substantive changes

The Village of Westmont Planning and Zoning Commission voted unanimously Feb. 4 to forward maintenance text amendments to Chapter 95 of the municipal zoning code to the Village Board.
Staff said the package largely cleans up grammar and formatting from the comprehensive code update and highlighted two substantive clarifications: screening and landscape requirements for vehicle‑service or vehicle pickup areas when adjacent to residential properties, and moving ‘‘indoor participant entertainment’’ (examples cited: pickleball, natatoriums, gymnastics) into the permitted uses list for the M district so several existing nonconforming uses would become conforming.
Planner (staff) summarized the purpose as routine maintenance following last year’s comprehensive update and advised the commission the municipality will treat larger substantive edits — for example, lot coverage, density or accessory dwelling unit (ADU) regulations — as separate text-amendment initiatives with proper public notice. The planner said: "We provided the text to the commission to look over... many of the changes are just formatting and rewording." The planner also explained the screening language was relocated for clarity and largely mirrors parking and supplemental regulations already in the code.
Commissioners asked about how residents could suggest larger changes (such as ADUs). Staff advised interested residents to submit suggestions to planning staff (Jamie Hoffman or Adam, another planner) for future consideration and explained properly noticed, substantive amendments will be processed separately. The commission approved the maintenance amendments by unanimous roll call and staff will include the item in the Village Board packet for final action.
Next steps: staff will transmit the proposed Chapter 95 maintenance edits to the Village Board for final consideration; the commission and staff said they expect to handle larger, substantive code changes through separate, publicly noticed processes.
