The Coppell Building and Standards Commission voted unanimously Feb. 5 to discharge an abatement case for a fire‑damaged home at 192 South Freeport Parkway after city crews completed demolition and related work.
Desiree Billerman, a city code officer, told the commission staff had been unable to reach the owner after the July 10, 2025 fire and later contacted the estate’s executor. “The property was found to be unsafe and dangerous,” Billerman said, and the city moved forward with abatement after the executor did not comply with earlier orders. Billerman said the city’s costs are “close to about $60,000” and that liens will be placed on the property to recover expenses.
The commission had previously issued an order requiring removal of structures by Nov. 3, 2025. At the public hearing, staff asked the commission to issue an order of discharge because “the city did move forward with abatement and now the property is not in violation anymore,” Billerman said. No owner or representative appeared at the hearing.
Commissioner Speaker 2 moved that the commission order the case discharged and closed; the motion was seconded and passed by a unanimous voice/hand vote. The commission instructed staff to complete the formal order and proceed with the lien process to recoup city costs.
The discharge closes the commission docket for the property but does not erase the city’s ability to collect its abatement costs; staff said they are coordinating with finance to issue invoices and file liens. The city also noted that copies of previous orders had been mailed, posted and published and that the case file will reflect the discharge for future buyers and title searches.
Staff indicated the abatement included fencing, contractor removal of structures, plugging a well and removing junk vehicles to allow demolition. The city will continue the administrative process to place liens and pursue collection as allowed by law.
