She said the approach bundles the two pipeline segments to one contractor to minimize repeated disruptions and avoid bulkhead/capping operations between separate contracts.
Alexander outlined the procurement and schedule: staff will advertise the projects, open sealed bids in late February (presented as “February 20 February 25”), expect to award approximately 30 days after bid opening, and issue a notice to proceed immediately after award. She said the combined construction duration is 395 days with project closeout targeted for May 2027.
Trustees asked questions about why the design uses two different diameters and about pump-station locations; staff answered that alignment studies and hydraulic-flow direction drove the decisions. The board moved to approve advertising and the motion passed.
What happens next: staff will publish the plans and specifications, receive sealed bids on the stated dates, and return with an award recommendation after procurement closes.
