Council adopts revised fee schedule; debate over long-term rental and stormwater inspection fees

The Brighton Town Council adopted a revised town fee schedule at its August meeting, approving a consolidated ordinance that updates multiple line items including the long-term rental license fee and a stormwater-related fee tied to SWIP oversight.
Council debated whether to set the long-term rental permit fee at $25 or $50. Councilors said they preferred keeping the fee at $25 to encourage long-term rentals for employees; the council recorded its motion and carried the ordinance.
Alex Rodowski, grading/floodplain/stormwater manager with the MSD, outlined the stormwater-related change and the policy intent. "The main fee schedule change ... is the $60 stormwater fee," he said, adding that recent legislative changes mean municipalities "are not allowed to be any more stringent than the Clean Water Act." Rodowski said the $60 charge is intended mainly as an incentive to close permits rather than as a routine inspection charge.
Council also discussed enforcement, winter inspection frequency and how fees would apply if multiple inspections are needed for noncompliance. Staff said they will revisit fee-language in 2026 to better reflect intent.
