Council approved a change order of $11,200 to the police station reconstruction contract to fund a solar feasibility and structural assessment. Staff said the change order is a modification to the existing $350,000 project and the same architectural firm that produced the primary designs would perform the feasibility work as a change order.
Alderman Doherty asked whether the city sought multiple bids for the study; staff replied the design team already under contract had completed most architectural drawings and the change order was added to their contract. One alderman expressed surprise at the cost for a feasibility study but acknowledged the practical advantage of using the existing design team. The motion (moved by Vukovich and seconded by Gellhard) carried on a 5–1 vote.
