Glendale council approves CIP changes: delay water‑main program, buy two dump trucks and increase HVAC funds

Staff explained a 10‑year loan at a 5% rate would cost roughly $635,000 in interest over the term with annual payment around $288,000, while a 20‑year loan at an estimated 2.5% would lower annual payments.
Staff also asked to accelerate the purchase of two 5‑ton dump trucks into 2026, increasing the line item from $205,000 to $352,000 because one truck suffered catastrophic failure and another became available sooner. Council approved the amendment to ensure fleet continuity during winter operations. Finally, staff recommended and council approved an amendment to increase the HVAC replacement budget to $470,000 (engineering updated the construction estimate). The council moved and approved the CIP amendments.
