The mayor said, and council agreed, that the contractor should be removed from the city's responsible bidder list for a period (2–3 years) given performance issues; staff described the city's responsible‑bidder criteria and the ability of the city administrator and city engineer to apply the reference checks that govern debarment from bidding.
Alderman Gehlhart moved the payment, Alderman Doherty seconded, and the motion carried.
