The Village Council of Martin's Additions heard a detailed briefing July 17 on county and state changes that could alter how single-family neighborhoods are redeveloped. Michelle Rosenfeld, the village’s special counsel, told the council that County Zoning Text Amendment 2502 (the “workforce housing now” initiative) would permit single-family lots zoned R40, R60, R90 and R200 to be redeveloped into duplexes, triplexes, townhouses or small apartment buildings, subject to lot-coverage limits and a higher 40-foot height cap.
Rosenfeld said the change narrows a prior legal ambiguity after a 2025 state technical amendment clarified that municipalities retain authority to regulate building dimensions, heights and setbacks on projects of up to four units.
