City staff presented a proposal Feb. 9 to issue a non‑binding request for interest (RFI) to seek development partners and reuse concepts for two surplus Jefferson County school properties—Color Strand and Wilmore Davis. Staff said the RFI is an early step in the district’s municipal interest process and is intended to surface feasible reuse ideas that align with the city plan and parks and pathway objectives; it is not an RFP or commitment to a specific developer.
