County finalizing contract with Upper Arkansas Conservation District for working lands initiative

County staff and representatives from the Upper Arkansas Conservation District (UACD) told the Common Ground Citizens Advisory Committee that UACD was selected to implement the working lands initiative and that the county services contract is under review.
A county staff member said the contract has not been finalized and noted questions remain about work-product ownership, reporting relationships and payment terms. "Although the contract hasn't been finalized ... we finalized kind of the county services contract and I think it's with UACD for review," a staff member said. The staff member said the intent is to structure quarterly reporting and quarterly disbursements, with payments in advance of work performed rather than a reimbursement model.
Ashley Fogan, who identified herself as working with the Upper Arkansas Conservation District at the meeting, was present and available to answer questions; staff said they would circulate the scope of work (drawn from the RFQ) and follow up with the committee once final contract language is agreed.
Committee members noted the importance of ensuring the coordinator role receives sufficient resources and expressed concern about a "bait-and-switch" where a coordinator would be hired but not resourced to do the work. Staff said the committee will be apprised as contract negotiations conclude.
