Chaffee housing authority reports grants, projects and preservation work; seeks board engagement

Key project updates: The CHA is awaiting state housing board action on a $1,000,000 down‑payment assistance award intended for 18 zero‑interest, zero‑payment second‑mortgage loans (up to $50,000 per unit). BB Crossing’s first two buildings are expected to be completed and potentially receive certificates of occupancy in January; CHA is planning open houses. The Flour Mill project in Salida is in front of the state housing board for a $1.1 million grant; the state may ask CHA for a construction guarantee if awarded.

Preservation and pipeline: CHA described donation of two lots from Natural Habitats for the Two Rivers Phase 2 and outlined potential acquisition options for J Street and E Street multi‑family properties to preserve affordable downtown housing. CHA discussed financing tools including a CHFA construction‑to‑mortgage product and low‑interest small‑project loans and noted some funding constraints and compatibility issues between multiple grant sources.

Homelessness and gap housing: CHA staff flagged federal changes to HUD funding structures that may reduce available beds statewide and described CHA’s role in providing gap housing and partnerships with front‑range providers for supportive services. CHA also noted a potential USDA community‑facilities grant opportunity for warming shelters if the county crosses the 20,000 population threshold.

Board engagement: CHA asked how the board wants to be engaged with the HNA and its technical advisory committee; commissioners requested regular updates and milestone reporting. CHA asked board support for partnership outreach to employers seeking housing for staff and for continued coordination on RFPs and potential project guarantees.
