York County staff presented a rezoning application from CDP Rock Hill LLC to rezone approximately 2.2 acres from AGC to Neighborhood Commercial on Saluda Road. Staff recommended denial because the requested commercial use would not be consistent with the comprehensive plan’s future land use designation for that area, which is primarily single‑family residential.
