The Taneytown council voted Dec. 8 to approve a combined 72-hour buyout of approved personal and annual leave for PFC Radcliffe Darby after he suffered a duty-related knee injury on Nov. 12, 2025.
Speaker 1 read a Police Department memo stating Darby had previously scheduled 24 hours of personal leave and 48 hours of annual leave that he is now unable to use because of surgery and workers' compensation. The department recommended, and the council approved, a buyout so the officer does not lose the earned time.
Councilors debated which leave banks must be used first when an injury occurs. Speaker 4 and others questioned whether sick leave or other benefit sequencing should apply; Speaker 2 argued that a buyout is the best practice and that denying it could hurt employee morale and retention. Speaker 1 noted workers' compensation rules and that leave banks are distinct. The motion to approve the buyout was made and carried by voice vote.
