Two vendors under consideration were FrogParking, which uses recessed "puck" sensors and provides more in-house software control, and ExactPark, which may have lower hardware costs but higher ongoing subscription fees.
Speaker 3 said both firms can support a 2-hour free period followed by paid time, which the council hopes will push long-term parkers to municipal lots. Council members raised practical enforcement concerns, including a widely discussed loophole: a driver can move forward one space or back into the same spot to reset a free period, effectively rotating to extend parking time. Council members noted that such gaming would be labor-intensive for users and that no foolproof system exists without full-time on-street monitoring.
Implementation questions remain, including whether recessed sensor installations would be permitted on state-owned roads and whether the State Highway Administration would approve the necessary recessed hardware. Council asked staff to continue vetting the vendors, clarify costs and subscription models, and confirm any required State Highway approvals before returning with recommendations.
