County approves Motorola server work and Spillman maintenance billing arrangement

Noble County authorized a Motorola Solutions contract and approved maintenance arrangements related to the county's Spillman computer-aided dispatch (CAD) system.

Speaker 4 told the board that IT has experienced issues with the existing Spillman server and recommended spinning up a new server and migrating data. The board approved a contract with Motorola Solutions for server work in the amount shown in the packet ($10,129.34) and approved an annual maintenance/assessment billed through Pinnacle/Spillman, effective Jan. 27, 2026, for $21,849.45. Board members discussed that the county carries the largest share of maintenance costs and that partner agencies pay their portion directly to Motorola or via interlocal agreements.

The board instructed staff to manage the migration and to work with partner agencies on apportionment and invoicing; one commissioner asked staff to ensure invoices and interlocal exhibits accurately reflect each agency's share. Staff noted the installation and equipment updates are planned for April–May and that participating communities are responsible for their annual payment shares under existing interlocal agreements.
