Senior planner Elizabeth Schulman told commissioners the changes are intended to align the code language with current business processes: clarifying that boundary surveys and sketches are required for lot splits and better specifying review steps for major and minor subdivisions. Schulman said no new substantive requirements are being added; the amendment reorganizes and clarifies existing expectations so applicants and divisions have consistent checklists.
Commissioners asked questions aimed at practical impacts on small family lot splits and why applicants must come before the commission in some cases; staff explained density constraints for future land‑use categories can force applicants to pursue map amendments or other approvals. The commission voted to recommend the LDC text amendment to the Board of County Commissioners; the vote was 6‑0.
