Suamico board adopts citizen participation plan for comprehensive-plan update

The Suamico Village Board voted unanimously Jan. 5 to adopt Resolution 26001, a citizen participation plan required as part of the village's comprehensive-plan update.

Administrator Kaker told the board the plan was developed with the Brown County Planning Department and is intended to outline how officials will share progress and gather feedback. "As part of our comprehensive plan update starting this month, we are statutorily required to adopt a citizen participation plan," Administrator Kaker said. He noted the plan includes at least 10 opportunities for public input, such as open houses, committee meetings, online postings and newspaper notices.

Board members discussed outreach methods. Kaker said the village will post a dedicated comp-plan page on its website and has already included the item in an e-newsletter. He also described a proposed QR-code insertion on the village’s sewer and water bills to link residents to plan materials, while noting only about 40% of residents receive those bills. Kaker added staff will use the village marquee and has assigned staff to create a podcast after the first planning and zoning commission meeting to broaden engagement.

Trustee Romas moved to adopt the citizen participation plan and Trustee Stevens seconded. The board conducted a roll call that resulted in a 7-0 vote in favor.

The resolution establishes the village’s public-notice and outreach framework for the comprehensive-plan update; it does not itself change land-use policy. Next steps are implementation of the outreach activities listed in the plan and scheduling of public hearings as required by state planning rules.
