Phones committee representatives said the Carbine system integrates with the city's CAD and logging systems and is already in use in other U.S. jurisdictions. Staff said they requested a suspension of rules to allow the item to be heard and acted on quickly because the interlocal agreement compresses the implementation schedule; Carbine estimated three to four months for implementation and staff said the target work would be compressed into an accelerated May timeline.
Staff also said the legislative packet omitted approximately $70,000 per year in third‑party/cloud fees; the corrected legislative packet identifies that additional recurring cost for cloud and phone services. The phones committee representative said related contracts (recording systems, radio integration and other back‑end components) will be brought forward in short order to ensure systems interoperate when calls are routed to the city’s PSAP and nonemergency phone lines.
Council members asked about the reason for fast tracking and staff described equipment lead times and integration dependencies required to meet the interlocal agreement schedule. No final vote on procurement was recorded in committee; staff said additional related contracts will be presented to finance and administration committees.
