The staff presentation identified potential impacts — including noise, odors and the security implications of overnight trailer storage — and proposed mitigation measures.
Applicant representative Javier Borrell (Boral Engineering) described the development as two structures: a 4,500-square-foot trailer repair building on the south end (Building A) and a larger flex space to the north, with parking, landscape buffers and stormwater measures. Borrell said the developer positioned the repair building and added screening to reduce impacts on nearby homes.
Staff read a suite of conditions into the record. Key conditions included: the site and design must be consistent with the site development plan (SDP) stamped 10/23/2025; vehicle repair operations are limited to Building A; except for loading and unloading, all trailer construction, demolition and repairs must occur indoors in Building A ("All outdoor repair work is prohibited"); all doors to Building A must remain closed except for necessary loading/unloading; trailer storage must be in the screened storage area and not in customer parking; parking or storage of vehicles or trailers along abutting street frontage is prohibited; no outside storage of products, materials or chemicals except completed trailers in the storage area; and the site may not be leased for trailer, vehicle or boat storage.
No members of the public offered comment at the hearing. The applicant agreed to staff's conditions and negotiated hours of operation for the repair building. After discussion the applicant proposed and the parties agreed the repair building's hours would be limited to 8 a.m.–6 p.m., Monday through Saturday; the examiner said he would incorporate that verbal condition into the written decision. Javier Borrell summarized the applicant's position: "I think we'd like to change to 6PM, 8AM to 6PM." The examiner confirmed the grant and the added condition: "I will grant the special exception with the addition of the, of the condition just articulated verbally, in the hearing today and, of course, with the other conditions as articulated in the staff report and consented to by the applicant."
The examiner said he would issue the written decision as soon as possible. The approval does not take immediate effect until the final decision document is issued and any appeal or administrative review timelines are observed.
