Members of the Rush Valley Planning and Zoning Commission used public comment time Feb. 4 to discuss whether routine building permits should be issued administratively instead of requiring a commission vote. Kyle Russell questioned why permits that meet all requirements must be presented to the commission; staff and the town’s engineer said smaller towns commonly have commission review because they do not employ a full-time planner. The group discussed trade-offs: administrative issuance would speed permitting but could raise costs if the town contracted review services.
